On September 8, 2017 the Tewksbury Police Department arrested Edward Cordero-Pinales, 28 of 83 Kenmore Rd, Methuen Apt. #2 for distribution of a class b substance (cocaine), identity fraud, unlicensed operation, 2 counts of possession of a false/stolen RMV document and furnishing a false name at booking. Also arrested was Edwin Maldonado-Santos, 41 of 15 Garfield St., Lawrence for distribution of a class b substance (cocaine).
Detectives conducted an investigation into drug sales in the area of 385 Trull Rd. and observed a drug transaction while on surveillance. Maldonado-Santos and Cordero-Pinales were both arrested. At the time of arrest, Cordero-Pinales presented a Massachusetts driver’s license identifying himself as Carlos Santiago.
One of the Detectives recognized Cordero-Pinales from a previous drug arrest. Detectives were able to confirm with Puerto Rico Police that the individual (Cordero-Pinales) that we had in custody was not the person he represented himself to be. Cordero-Pinales was using the stolen identity of Carlos Santiago. Detectives were able to confirm that the true Santiago resides in Puerto Rico. Cordero-Pinales was in possession of a Massachusetts driver’s license, a Massachusetts Health card and a Social Security card in the name of Santiago.
Due to the fact that it is believed he is using a fraudulent identity and obtained a Massachusetts driver’s license and Massachusetts motor vehicle registration illegally, he is being charged with 2 counts of possession of a false/stolen RMV document.
It was learned that Immigration and Customs Enforcement (I.C.E.) had detainers on both Maldonado-Santos and Cordero-Pinales for their immigration status and it is our understanding that they are both currently being detained.
Both Maldonado-Santos and Cordero-Pinales were due to be arraigned at Lowell District Court on September 11, 2017.
An investigation will be ongoing into the use of the Massachusetts Health card to see if benefits were obtained illegally.
