Filing of this application does not stay collection of this tax.  Incomplete applications will not be accepted.  When applying for an adjustment it is the applicant’s responsibility to contact us for a new amount.                        A new bill will not be issued.  Refunds will be issued for over payments.

Please Note:  No excise may be reduced to less than $5.00.  No abatement for less than $5.00 will be granted and no refund of less than $5.00 will be made.

Vehicle Sold or Traded
Two documents are required to file for an abatement when the vehicle was sold or traded. The documents required are Bill of Sale (with VIN number on it and signatures of buyer and seller) AND plate cancellation receipt from Registry of Motor Vehicles or new registration if the plate transferred to another vehicle. Please note, a bill of sale is not valid without the VIN# and the buyer AND seller's signature.

Vehicle Gifted
Two documents are required to file for an abatement when the vehicle was given to someone. The documents required are a Gift Receipt (with VIN# on it and signatures of both parties) AND plate cancellation receipt from Registry of Motor Vehicles or new registration if the plate transferred to another vehicle. Vehicle Stolen or Total Loss
Two documents are required to file for an abatement when the vehicle was stolen or was a total loss. The required documents are an Insurance Settlement Letter AND a plate cancellation receipt, C-19 Form (Affidavit of lost or stolen plate from RMV) or new registration if the plate transferred to another vehicle. Please note, the Insurance Settlement Letter must show that the insurance company has taken possession of the vehicle. Offer Letters or letters that show the vehicle was deemed a total loss will not be accepted. Please contact the Assessor's Office at 978-640-4330 if you have any questions or need further assistance.

Vehicle Repossessed
Two documents are required to apply for an abatement when a vehicle was repossessed. The required documents are a notice from lienholder AND plate cancellation receipt, C-19 Form (Affidavit of lost or stolen plate from RMV) or new registration if plate transferred to another vehicle. Vehicle Junked
Two documents are required to apply for an abatement when a vehicle was junked. The required documents are a junkyard receipt with VIN# AND plate cancellation receipt, C-19 Form (Affidavit of lost or stolen plate from RMV) or new registration if plate transferred to another vehicle. Vehicle Returned (ex: Lemon Law)
Two documents are required to apply for an abatement when a vehicle was returned. The required documents are a letter from dealer certifying return with VIN# AND plate cancellation receipt, C-19 Form (Affidavit of lost or stolen plate from RMV) or new registration if plate transferred to another vehicle. Moved from Billing City/Town
Two documents are required to apply for an abatement when an owner has moved out of Tewksbury, but has remained in Massachusetts. The required documents are proof of residency before January 1 of tax year bill (e.g., utility bill before January 1 of tax year bill, voter registration, lease) AND proof the Registry of Motor Vehicles (RMV) was notified of address change before January 1. NOTE: You are not entitled to an abatement if you moved to another Massachusetts city or town during the same calendar year of the excise tax. You must notify the RMV within 30 days of moving and before January 1 to be billed by your new city or town next year. Moved from Massachusetts
If you have moved from Massachusetts, cancelled your MA plate and have re-registered your vehicle in another state, you may be eligible for an abatement. Two documents are required to be submitted with this abatement application. The documents required are the MA plate cancellation Receipt AND your registration from your new state.

ATTENTION

Please be advised that a new bill will not be issued if there is a balance due. You should contact the Collector's Office at 978-640-4340 five business days after all required documents have been submitted for the new amount due.  

If you are due a refund, you will receive your refund 4-6 weeks after submitting all the required documents.  If the documents submitted are not sufficient, someone from the Assessor's Office will contact you by email.
