Project Description

This project involves upgrades to the water distribution system piping on Jay Street, Crescent Street, Bay State Road, Willow Street, Bond Street, Mystic Avenue, Lakeview Avenue, Warren Road, Dudley Road, Wightman Road, Lake Street, Parker Avenue, Green Street, and Saint Mary’s Road.  This is the second phase of water distribution system improvements in this area.

The upgrades include replacing the existing 8” transite, 6” transite, 6” cast iron, and 2” iron water main with an 8” ductile iron water main.  This new water main will provide greater flow capacity due to its larger pipe diameter.  The new pipe will also have greater structural stability due to the piping material type (ductile iron) which is less prone to water main breaks.  Water service connections between the new 8” ductile iron water main and the curb stop (valve typically located at the property line of each house) will also be replaced with new copper tubing (1” diameter in most locations).  Existing fire hydrants and hydrant piping will be replaced with new hydrant.  Additionally, several new fire hydrants will be installed throughout the project area in locations where there are not existing fire hydrants.  The increased size of the water main along with the new fire hydrants will allow for greater fire protection capabilities throughout these neighborhoods.

Temporary Bypass Water Main is planned for use during this project.  However, there may be some water service interruptions that are necessary during this construction project.  Notices will be distributed to affected households at least 48 hours in advance of the anticipated shutdowns.

Project Location

This work is to occur on Jay Street, Crescent Street, Bay State Road (from Willow Street to Lake Street), Willow Street, Bond Street, Mystic Avenue (from Bond Street to dead end), Lakeview Avenue (from Bond Street to dead end), Warren Road (from Lake Street to Dudley Road), Dudley Road, Wightman Road, Lake Street (from Bay State Road to Warren Road), Parker Avenue, Green Street, and Saint Mary’s Road (from Vernon Street to Green Street). Maps of the project locations are located at the end of this document.

Anticipated Construction Dates

Water main installation is anticipated to be completed by Novemeber 15, 2022. Final paving will be conducted in 2023.

Typical Work Hours

Work hours are typically Monday to Friday from 7:00AM to 3:30PM excluding holidays.

Roadway Closure/Detour Information

The traffic management plan for this work is to be determined by the construction contractor with approvals from the Town of Tewksbury.  It is anticipated that localized detours and roadway closures will be necessary to complete this work (due to the narrow widths of the roads in this area) during construction hours (typically from 7AM to 3:30PM Monday to Friday).  Temporary signage will be posted if detours are necessary.  Police details will also be on-site during construction hours.

Project Updates

10/14/2022 Update

Starting on Monday, October 17, 2022 a roadway closure will be implemented on Parker Avenue, Green Street, and St. Mary’s Road as part of the Phase II South Tewksbury Water Main Replacement Project.  This roadway closure is necessary due to the narrow widths of these roadways in this neighborhood that would prevent motorists to safely passing by the work zone while construction is ongoing.  These roadways will be closed to through traffic between Lake Street and Vernon Street during construction hours only (typically 7:00AM to 3:30PM) on Monday to Friday.  The roadway will be fully open outside of these construction hours.  Residents that live within this area will continue to be able to get to and from their residences.  Depending on where the construction work zone is located each day, residents will need to access their houses from either the Lake Street or Vernon Street end of the roadway closure area.  This construction work is planned to start at the St. Mary’s Road/Vernon Street intersection and will progress towards Lake Street.  A second crew is planned to start at Laurence Street.  Traffic Control Officers will be on-site to direct traffic and pedestrians.  This roadway closure is anticipated to last for the remainder of the 2022 construction season which ends on November 15, 2022.

School Buses routes need to be altered as a result of this roadway closure.  Tewksbury Public Schools has contacted households who are impacted by changes to their student’s bus stop locations.  Please contact the school business office at 978-640-7800 with any questions related to the bus route change.

Early trash collection will be implemented during the construction period.  Residents within the roadway closure area are advised to have their trash bins placed curbside the night prior to your normal trash collection day for early pickup by Republic Services.

9/27/2022 Update

Cedrone Trucking has begun setting up the temporary bypass water main in the St. Mary’s Road/Green St./Parker Ave./Laurence Rd. neighborhood.  Roadway excavation and new water main installation work is expected to begin in the next week or two.

7/14/2022 Update

Cedrone Trucking has completed the water main and service installations on Bay State Road, Willow St., Bond St., Mystic Ave., and Lakeview Ave.  Work has now progressed to the Lake St., Warren Rd., Arnold Rd., Dudley Rd., Downing Rd., and Wightman Road neighborhood.

1/28/2022 Update

Construction is on hold for the winter and the construction season will open back up on April 1, 2022.  At that time work is anticipate to begin on Bay State Road, Willow Street, Bond Street, Mystic Avenue, Lakeview Avenue, Warren Road, Dudley Road, Wightman Road, Lake Street, Parker Avenue, Green Street, and Saint Mary’s Road.
