Project Description

This project involves the upgrade of the intersection of Andover Street (MA Route 133) and River Road.  The proposed improvements include the installation of a new fully actuated traffic signal at the intersection, dedicated turning lanes, new and extended vehicle approach lanes, realignment of the Walgreen's driveway, new sidewalks, new ADA compliant wheelchair ramps, new bicycle lanes, new signage and pavement markings, granite curbing, new drainage structures and piping, and repaving of the roadway.  The improvements will extend approximately 1,875’ along Andover Street and 500’ along River Road.  Portions of the improvements extend into the City of Lowell on Andover Street. The project is Federally funded and State-funded through the Transportation Improvement Program (TIP). The project is being managed by the Massachusetts Department of Transportation (MassDOT).

Anticipated Construction Dates

Construction began for this project in November 2020.  Construction is expected to be completed by September 23, 2024.

Typical Work Hours

Work hours are typically Monday to Friday from 7:00AM to 3:30PM excluding holidays.

10/10/2023 Update

MassDOT Advisory: Lowell/Tewksbury - Andover Street (Route 133) and River Road

11/30/2022 Update

The new traffic signals at the intersection of Andover Street (MA Route 133) and River Road have been installed and are planned to be taken out of flash mode and fully activated the morning of Thursday, December 1, 2022.

7/14/2022 Update

J. Tropeano Inc. is awaiting Verizon utility transfers from the old utility poles to the new utility poles and manholes.  Once this is completed, the old utility poles can be removed.  After removal of the old utility poles, the driveway entrance to Walgreen’s can be reconfigured.  The Walgreen’s reconfiguration will allow for the completion of the traffic signal installation work, and activation of the traffic signals.  The Tewksbury DPW has not been provided any exact timeframe for when Verizon will complete this work.
